Journal's Goal and Objectives

The goal of the "Network Scientific Journal of RSATU" of the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University Named after P.A. Kostychev" is to create optimal conditions for external expertise of the level of scientific research through the rapid publication of scientific articles without strict restrictions on their volume and quantity, previously unpublished significant results of scientific research and practically significant results of their application.
The objectives of the journal are:

  1. To highlight new scientific results that have significant importance in various fields of science.
  2. To provide international and interregional scientific coordination functions in the qualitative and timely coverage of the main results of scientific works of the journal’s authors.
  3. To create an environment of openness and accessibility for wide coverage of the results of scientific works of graduate students.
  4. To generate constant sustainable interest among the scientific community, young scientists to the journal, its demand in professional circles of specialists in agriculture and agro-industrial complex (AIC) from different regions of Russia, near and far abroad.

The mission of the "Network Scientific Journal of RSATU" is to attract the attention of the scientific community to problems of agronomy and ensure the authority and interest in published scientific research at the national level and abroad. The journal operates in accordance with Articles 4, 8, 11, 15, 19.1, 20, 27, 37 of the Law of the Russian Federation dated December 27, 1991 No. 2121-1 "On Mass Media", Article 8 of the Federal Law dated July 25, 2002 No. 114-FZ "On Countering Extremist Activity", Federal Law dated July 27, 2006 No. 149-FZ "On Information, Information Technologies and Protection of Information", Federal Law dated January 8, 1998 No. 3-FZ "On Drugs and Psychotropic Substances", Law of the Russian Federation dated July 21, 1993 No. 5485-1 "On State Secrets", Federal Law dated December 29, 2010 No. 436-FZ "On the Protection of Children from Information Harmful to Their Health and Development", Federal Law dated February 23, 2013 No. 15-FZ "On the Protection of Citizens' Health from Harmful Effects of Environmental Tobacco Smoke and the Consequences of Tobacco Consumption".

Dear friends!
You are reading the first issue of the online publication "Network Scientific Journal of RSATU", officially registered by Roskomnadzor and the Federal State Unitary Enterprise NTC "Informregister" in 2023. By the decision of the international registration ISSN center and at its initiative, the online publication "Network Scientific Journal of RSATU" has been assigned the status of an international periodical scientific publication and has been issued an ISSN number. "Network Scientific Journal of RSATU" is registered in the Russian Index of Scientific Citation (RISC) system. In the future, the journal plans to enter the list of peer-reviewed journals recommended by the Higher Attestation Commission of the Russian Federation.
The editorial council has created an informative and user-friendly website of the journal, which will be improved in the future based on the users’ wishes and recommendations.
The mission of "Network Scientific Journal of RSATU" is to attract the attention of the scientific community to problems of agronomy and ensure the authority and interest in published scientific research at the national level and abroad. The journal publishes articles in specialties 4.1.1. General Agriculture and Crop Production (agricultural sciences, biological sciences) and 4.1.3. Agrochemistry, Agrosoil Science, Plant Protection and Quarantine (agricultural and biological sciences).
The authors of the articles are well-known scientists, doctoral students, and graduate students. Publications are free of charge. Thanks to the Internet, articles published in our journal are available to readers from the moment of publication in any region of Russia and abroad.
I wish the authors of our journal to find a useful information resource in it, which will help in their scientific work and bring their scientific results to a wide range of readers.

General Provisions
"Network Scientific Journal of RSATU" of the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University Named after P.A. Kostychev" was founded in 2023. The founder of the journal is the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University Named after P.A. Kostychev". The full texts of articles published in the scientific journal are freely available without registration. The main language of the journal is Russian, and an additional languages is English. The publication frequency is four issues per year. The journal may publish articles on all specialties of scientific workers in accordance with the specified sections. The purpose of the "Network Scientific Journal of RSATU" of the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University Named after P.A. Kostychev" is to promptly and reliably cover the scientific activities of Ryazan State Agrotechnological University and other scientific organizations in the main directions.

Ethics of Scientific Publications

Publishing House of Ryazan State Agrotechnological University (RSATU) is responsible for adhering to modern ethical norms and rules in the published work.
The Publishing House of Ryazan State Agrotechnological University (RSATU) undertakes to control scientific materials in accordance with ethical norms and rules accepted in the international scientific community, published in [1, 2], and other documents posted on the COPE - Committee on Publication Ethics website at http://publicationethics.org/

Editors' Ethics
Introduction

Editors must encourage authors to adhere to high standards of publication ethics, provided that universal standards and best practices are followed. Editors should consider themselves part of a broader professional editing community and keep abreast of relevant events.

Editorial Principles
1. Accountability and Responsibility for Journal Content Editors must take responsibility for everything they publish and must have procedures and rules to ensure the quality of the material they publish. 2. Editorial Independence and Integrity Upholding the principle of editorial independence and integrity to ensure fair and impartial decisions.

2.1 Separation of Decision Making from Commercial Considerations Editors must make decisions about publication independently and be fully responsible for their decisions. Commercial activities in the journal should be separated from editorial processes and decision-making. Editors should actively participate in the publisher's pricing policy and strive for broad accessibility of the material they publish. Advertisements must undergo strict quality control and expert assessment. Sponsorship and the sponsor's role must be clearly stated to readers, but the journal remains independent of sponsors.

2.2 Relationships with Journal Editors, Publishers, or Owners Editors must have a written contract defining the terms and conditions of their appointment to the publisher's journal, taking into account the principle of editorial independence. Publishers should not dismiss an editor because of any content in the journal unless there has been a serious breach or an independent editorial investigation has concluded that the editor's decision to publish the material was made against the journal's scientific mission.

2.3 Journal Ranking and Decision-Making Editors must not influence the ranking of their journal by artificially increasing links to the journal. Editors cannot exert pressure on authors.


3. Editorial Confidentiality

3.1 Author Material Reviewers selected by the editors must protect the confidentiality of the authors' material and remind the reviewers of confidentiality. Systems for submitting articles via Web applications must be launched in such a way as to prevent unauthorized access. In cases of wrongdoing and the initiation of investigations, if necessary, editors may disclose material to third parties (e.g., institutional investigative committees or other editors). The electronic network scientific journal "Network Scientific Journal of RSATU" of the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University Named after P.A. Kostychev" provides its databases to supervisory and controlling bodies.

3.2 Reviewers Editors must not disclose the identities of reviewers. If reviewers wish to disclose their names, this should be allowed. If the wrongdoing of suspected reviewers is confirmed, it may be necessary to disclose the reviewer's name to a third party.


4. Encourage Maximum Transparency and Full and Honest Reporting

4.1 Authorship and Responsibility
The Electronic Network Scientific Journal "Network Scientific Journal of RSAU" of the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University named after P.A. Kostychev" has a clear authorship policy that aligns with the standards within the respective field. Authors should receive information from the editors. For collaborative scientific research, the work of each co-author should be evident to the readers. Individual contributions and responsibilities can be specified in a dedicated section. All authors have contributed to the work and should be familiar with its entire content, which should be reflected in the author's statement submitted to the journal[1].
When there are uncontested changes in authorship due to relevant reasons, editors should require all authors (including those whose names are being removed from the author list) to provide written consent. Authorship disputes (i.e., disagreements about who should or should not be an author, before or after publication) cannot be resolved by editors until a legal decision is reached, but must be resolved at the institutional level or through other relevant independent bodies for both published and unpublished documents. Editors should act based on legal decisions, such as correcting authorship in published works.
The journal has a publicly announced policy on how documents submitted to editors or members of the editorial board are processed (see section 8.2).

4.2 Conflicts of Interest and Roles of Funding Sources
Editors adhere to principles that require all authors to disclose any relevant financial and non-financial conflicts of interest, at least those that could influence the reader's perception of the article, and to include these declarations in the publication itself. Sources of research funding must be declared and published, and the roles of funding sources in the conception, conduct, analysis, and reporting of the research must be specified and published. Editors should clearly state in their author guidelines or in specific sections of the journal that certain conflicts of interest may preclude authorship.

4.3 Full and Honest Reporting and Adherence to Reporting Principles
It is the editors' responsibility to uphold high standards in scientific literature and ensure that all published works make a significant new contribution to their respective fields. The Electronic Network Scientific Journal "Network Scientific Journal of RSATU" of the Federal State Budgetary Educational Institution of Higher Education "Ryazan State Agrotechnological University Named after P.A. Kostychev" follows a policy that promotes full and honest reporting. Digital image files, illustrations, and tables must adhere to relevant standards. Images should not be unreasonably altered compared to the original or lead to misinterpretations. Editors should detect plagiarism, duplicated, or excessive publications using anti-plagiarism software, or for image work. If plagiarism or fraudulent image manipulation is detected, it should lead to appropriate consequences for the authors (see section 5.2).


5. In Response to Critique and Observations

5.1 Ensuring the Integrity of Published Records - Corrections
When genuine errors in published works are pointed out by readers, authors, editors, or others that do not indicate that the work is invalid, a correction (or erratum) should be published as soon as possible. Online versions of the journal can be corrected from the date of correction, and a link to the correction should be provided. If the error indicates that the work or a substantial part of it is invalid, the article should be retracted with an explanation for the retraction (i.e., an honest error).

5.2 Ensuring the Integrity of Published Records - Suspected Research or Publication Misconduct
If readers, reviewers, or others bring to the editor's attention concerns about the conduct, actions, or reporting of academic work, editors should contact the authors and give them an opportunity to respond to the concerns. If the response is unsatisfactory, editors should take this at an institutional level (see below). Once the investigation is completed, appropriate action should be taken by the editors with a accompanying commentary explaining the results of the investigation. Editors should respond to findings from national research organizations that indicate misconduct related to work published in the journal. Editors may decide to retract an article themselves if they are convinced that a serious misconduct has occurred, even if the institute conducting the investigation or the national body does not recommend it. Retracted documents should be preserved on the site and clearly marked as retracted in all online versions, including PDFs, for the benefit of future readers. 5.3 Encouraging Scientific Discussion
Readers can discuss papers, voice criticism, and contribute to the discussion (in an online correspondence section). Authors can participate in debates on published articles and respond to comments and criticism where relevant. Scientific discussion on published works should take place in a timely manner. Editors should clearly distinguish between critiques of study limitations and critical comments that indicate potential misconduct in the research. Any critical comments suggesting the possibility of misconduct should not only be published but require further investigation, even if they are received long after publication.


6. Critically Assess and Enhance Research Ethics Standards Ethical conduct in research is of paramount importance in safeguarding both human and animal welfare. Editors should be vigilant about issues in this area.

6.1 Ethical Approval and Ethical Conduct
Editors should require research to have been approved by an ethics committee (or ethical committees). Articles can be rejected on ethical grounds even if the research has received ethics committee approval.

6.2 Consent (Participation in Research)
Written informed consent is mandatory. If there are any concerns about the consent procedure, especially in research involving vulnerable groups, or if there are doubts about ethical conduct, editors should request authors to provide a consent form and learn more from the authors about how consent was obtained.

6.3 Consent (for Publication)
For small groups and photographs of individuals, editors should require authors to obtain explicit consent for publication (distinct from consent for research participation). The signed consent form should be kept on file rather than submitted to the journal (see section 6.4). Exceptions may be made when obtaining consent is not feasible, such as when the individual is deceased. In such cases, after careful consideration of potential harm, consent should be obtained from next of kin. In very rare instances, significant public health messaging may justify publication without consent if it is not feasible despite all efforts to obtain consent, and the benefit of publication outweighs potential harm.

6.4 Data Protection and Patient Confidentiality
Editors should critically assess any potential breaches of data protection and patient information confidentiality. This includes the requirement to appropriately document consent for current research presented, consent for publication where applicable (see section 6.3), and having editorial policies that adhere to the principles of medical confidentiality.

6.5 Compliance with Relevant Laws and Best Practice Principles for Ethical Conduct
Editors should require authors to adhere to relevant national and international laws.


7. Ensuring a Fair and Proper Peer Review Process One of the responsibilities of editors is to organize and employ a fair peer review process. Editors should explain their peer review processes in the author guidelines.

7.1 Decision on the Need for Review
Editors may reject a manuscript without peer review when it is deemed inappropriate for the journal's readers or of low quality. This decision should be made objectively and impartially. The criteria used to make this decision should be clear. The decision not to send a manuscript for review should be based solely on the academic content of the article and should not be influenced by the nature of the authors or their affiliation.

7.2 Interaction with Reviewers
Editors should use appropriate reviewers for a manuscript selected for publication, choosing individuals with sufficient expertise and avoiding conflicts of interest. Editors should ensure that reviews are received in a timely manner. Reviewers should be informed of what is expected of them, and any changes in editorial policies. Editors should have a policy to require a formal declaration of conflicts of interest from reviewers giving unbiased reviews. Some conflicts of interest may disqualify a reviewer. Editors should emphasize the confidentiality of material to reviewers. Editors should have a mechanism for assessing the quality and timeliness of peer review and provide feedback to authors.

7.3 Reviewer Misconduct
Editors should take reviewer misconduct seriously and record any claims of confidentiality breach, non-disclosure of conflicts of interest (financial or non-financial), inappropriate use of confidential material, or delays in reviewing to gain a competitive advantage. Serious unfounded allegations of reviewer misconduct, such as plagiarism, should be considered at an institutional level (for further guidance, see: [link](http://publicationethics.org/files/u2/07_Reviewer_misconduct.pdf)).

7.4 Interaction with Authors
Authors should understand the role of reviewers. All authors should be informed about presentation and approval for publication. There should be valid reasons clearly communicated to authors if additional reviewers are sought late in the review process. The final editorial decision and the reasons for it should be clearly communicated to authors and reviewers. If an article is rejected, editors should provide an appeals procedure. Editors, however, are not obliged to reverse their decision.


8. Editor Decision-Making Editors are in a favorable position for making publication decisions, so it is crucial for this process to be as fair and impartial as possible, in line with the academic vision of the specific journal.

8.1 Editorial and Journal Processes
All editorial processes should be clearly outlined in the author guidelines. All editors should be fully acquainted with the journal's policies, vision, and limitations. Ultimate responsibility for all decisions rests with the Editor-in-Chief.

8.2 Editorial Conflicts of Interest
Editors should not participate in the decision-making process for papers in which they have conflicts of interest, have worked at the same institution, collaborated with authors, hold shares in a specific company, or have personal relationships with the authors. The journal should process submissions made to editors or members of the editorial board in a way that ensures objective and unbiased handling. Editorial conflicts of interest should be declared, ideally publicly [1].

Responsible Research Publication: International Standards for Authors

Introduction
Publication is the final stage of research, and therefore, the responsibility for it rests on all researchers. Researchers are responsible for ensuring that their publications are reliable, accurate, complete, avoiding misleading, selective, or ambiguous reporting. Journal editors have duties to ensure the integrity of the research literature, as outlined in general guidelines.
Responsible Research Publication

1. Strength and Reliability

1.1 Research being reported should be conducted ethically and responsibly while adhering to all relevant laws [see Singapore Statement on Research Integrity, www.singaporestatement.org]

1.2 The research being reported should be conducted reliably and meticulously.

1.3 Researchers should use appropriate methods for data analysis and presentation (and seek expert consultations when necessary).

1.4 Authors must collectively take responsibility for their work and the content of their publications. Researchers should thoroughly review their publications at all stages, accurately report methods and results. Authors must carefully verify calculations, presentations, manuscripts, representations, and evidence.


2. Honesty

2.1 Researchers must present their results honestly and without falsification of data.

2.2 Researchers should strive to describe methods and present their findings clearly and unambiguously. Researchers should adhere to appropriate reporting guidelines. Publications should provide sufficiently detailed descriptions of experiments that can be replicated by other researchers.

2.3 Research reports should be complete. They should not omit inconvenient, contradictory, or unexplained results, or results that do not support the authors' hypothesis or interpretations or those of sponsors.

2.4 Organizations funding research and sponsors should not have the ability to veto the publication of findings that are not favorable to their product or position. Researchers should not enter into agreements that allow sponsors to veto research or control the publication of findings (unless there are exceptional circumstances, such as research classified by governments due to security consequences).

2.5 Authors should promptly notify the editor if they discover an error in submitted, accepted, or published works. Authors should cooperate with the editorial office when corrections or retractions are required.

2.6 Authors must accurately cite and reference the work of others.

2.7 Authors should not copy references from other publications if they have not read the cited work.


3. Balance

3.1 New data should be presented in the context of previous research. Works of other authors should be fairly represented. Scientific reviews and synthesis of existing research should be comprehensive and include conclusions, regardless of whether they support the hypothesis or proposed interpretation. Leading ideas or opinions representing a common viewpoint or arguments should be clearly distinguished from scientific reviews.

3.2 Deficiencies in this research should be addressed in publications.


4. Originality

4.1 Publication authors should adhere to requirements stating that the work presented is original research and has not been published elsewhere in any language.

4.2 Authors should adhere to applicable copyright laws and conventions. Copyrights extend to all published materials, such as tables, figures, or extensive quotes, which may only be reproduced with appropriate permission and confirmation.

4.3 Appropriate prior works and publications of other researchers and authors must be duly acknowledged and cited. Primary literature should be cited where possible.

4.4 Data, text, figures, or ideas provided by other researchers must be properly acknowledged and should not be presented as independently obtained by the author. Original wording taken directly from the publications of other researchers should be enclosed in quotes with appropriate source references.

4.5 Authors should inform editors if the data have been previously published or if multiple reports or multiple analyses of the same dataset are under consideration for publication in another journal. Authors should provide copies of relevant publications or work submitted to other journals.

4.6 Multiple publications arising from a single research project should be clearly identified as such, and the primary publication should be indicated in the references. Translations and adaptations of content for different audiences should be clearly labeled as such, acknowledge the original, and adhere to appropriate copyright conventions and permission requirements. If in doubt, authors should obtain permission from the initial publisher before republishing any work.


5. Transparency

5.1 All sources of funding for scientific research, including direct and indirect financial support, provision of equipment and materials, and other forms of support, should be disclosed.

5.2 Authors should disclose the role of research funds or sponsors (if any) in the design, execution, analysis, interpretation, and reporting of the research.

5.3 Authors should disclose relevant financial and non-financial interests and relationships that could be perceived as affecting the interpretation of their results or that editors, reviewers, and readers would like to know. This includes any relationship with the journal, e.g., if editors publish their own research in their own journal.


6. Appropriate Authorship and Acknowledgment

6.1 Scientific literature serves to record the author's discoveries. Authorship of scientific publications should accurately reflect the contributions of individuals to the work and reporting.

6.2 In cases where the primary contribution is attributed to those listed as authors while those who made less substantial or purely technical contributions to the research or publication are listed in the acknowledgment section, criteria regarding authorship and acknowledgment should be agreed upon at the project's outset.

6.3 Researchers should ensure that only those who meet authorship criteria are awarded authorship, and that deserving authors are not omitted. Institutions and journal editors should encourage practices that prevent guest, honorary, or ghost authorship.
Note:

  • Guest Authors are those who do not meet established authorship criteria;
  • Honorary Authors are those who meet established authorship criteria but are listed due to their seniority, reputation, or perceived influence;
  • Ghost Authors are those who meet authorship criteria but are included not because they meet the established criteria but as a personal favor or in exchange for payment.

6.4 All authors should be listed, must agree, and approve the submitted and accepted versions of the publication. Any changes in the list of authors should be approved by all authors, including those who were removed from the list. The corresponding author should act as the liaison between the editor and the other authors and should inform co-authors and involve them in making major decisions about publication (e.g., responding to reviewer comments).

6.5 Authors should not use acknowledgments to imply incorrectly that individuals who have not been involved in the work or have not given their approval have contributed.


7. Accountability and Responsibility

7.1 All authors should familiarize themselves with this guidance and ensure that their publications adhere to the principles outlined in this guidance. In most cases, authors should take collective responsibility for the integrity of the research and its reporting.

7.2 Authors should work with the editor or publisher to correct their work promptly if errors or omissions are discovered after publication.

7.3 Authors should adhere to relevant conventions, requirements, and rules to make materials, reagents, software, or datasets available to other researchers who request them. Researchers, institutions, and sponsors should have a clear policy for handling such requests. Authors should also follow journal-specific standards. While proper acknowledgment and gratitude are entirely appropriate, researchers should not demand authorship as a condition for sharing materials.

7.4 Authors should respond to comments and published correspondence. They should make an effort to address correspondents' questions and provide explanations or additional details where necessary.


8. Compliance with Review and Publication Rules

8.1 Authors should follow publishers' requirements that a work is not simultaneously submitted for consideration in more than one publication.

8.2 Authors should inform the editor if they withdraw their work from review or do not wish to respond to reviewer comments after receiving an acceptance notification.

8.3 Authors should respond to reviewers' comments professionally and promptly.

8.4 Authors and their institutions should maintain communication and collaborate with publishers in coordinating media activities for all publications. Press releases should accurately reflect the work and should not include statements that go beyond the research.


9. Responsible Reporting of Research Involving People or Animals

9.1 Appropriate approval, licensing, or registration must be obtained before the start of research, and details should be provided in the report.

9.2 Upon the request of editors, authors should provide evidence that they obtained the necessary permissions for conducting the research and conducted it with ethical considerations (e.g., copies of permits, licenses, consent forms).

9.3 Researchers should not publish or transmit identifiable individual data collected during research without specific consent from the individual (or their representative). Researchers should be mindful that many scientific journals are now freely accessible on the internet and should not jeopardize the safety of readers.

9.4 Relevant statistical analyses should be defined at the beginning of the study, and a data analysis plan for predefined outcomes should be prepared and adhered to consistently. Secondary or post hoc analyses should be distinguished from primary analyses and those outlined in the data analysis plan.

9.5 Researchers should publish all significant research findings that may contribute to understanding. Publishing unsuccessful research or experiments that refute a hypothesis can help prevent others from wasting time and resources on similar projects. If findings from small studies or those unable to reach statistical significance can be combined to produce more informative information (e.g., meta-analysis), such data should be published.

9.6 Authors should provide study protocols to journal editors upon request, so that reviewers and editors can compare the research report with the protocol and verify that the study was conducted in accordance with the plan and that no relevant details were omitted. Researchers should adhere to the relevant requirements for clinical trial registration and should include the registration number in all publications to avoid legal disputes.
